Cheap makeup bags at the drug store. Hhhhmmm .. "cheap" probably doesn't exist anymore. Back when I was required for work to carry a clear purse I would buy decent sized makeup bags that had a flat bottom and mesh or opaque zippered bags inside. I got more use out of those inner bags than I ever thought I would.
My mother did similar to what you want to do, but she always carried a purse so each purse had a set of "must haves" for her in the inside zippered pocket.
